Description & Learning objectives

Safer caring is a concept that emerged out of an understanding of the risks associated with looking after children for the local authority. It was focused on the fact that providing good care is what fostering is all about. However, there is also an understanding that foster care is itself risky for children, and also carries risks for foster carers and their families. The very qualities of size, privacy and normality that make fostering the chosen placement for so many children are the same qualities that make for tensions and dilemmas in safeguarding them.

Many of the concepts in safer caring have developed over time, and it is now recognised that there is a need to moderate this focus on protection and shift the emphasis towards ensuring that children going through care can have a life like that of their peers.

The 2011 review of child protection by Professor Eileen Munro called for a more ‘risk sensible’ approach to caring for children. The Fostering Network is at the forefront of this change. The charity recognises that if outcomes are to improve for children as they grow and leave care, then foster carers must be given more responsibility for day-to-day decisions – and must always be given the full information on the children they foster.

The concept of safer caring comes from the fostering arena and, whilst it is used extensively in foster care, it has become a process that is used in different understandings of child-care.

  • To understand what safer caring is
  • To discuss the principles of safer caring and its meaning for carers
  • To consider safer caring and risk assessment for young people looked after
  • To look at complaints and allegations in the context of safer caring
  • To think about relationship-building and how that enhances safer caring
